Xususan:<\/p>\n<p style=\"text-align: justify;\">kam ta\u2019minlangan oilalarni aniqlash va ularga manzilli yordam ko\u2018rsatish maqsadida \u201c<strong>Ijtimoiy himoya yagona reyestri<\/strong>\u201d axborot tizimi joriy qilindi;<\/p>\n<p style=\"text-align: justify;\">kam ta\u2019minlangan\u00a0<strong>nafaqa oluvchi oilalar soni<\/strong>\u00a0oxirgi uch yilda\u00a0<strong>to\u2018rt barobarga oshib<\/strong>, 1,9 millionga yetdi;<\/p>\n<p style=\"text-align: justify;\">kam ta\u2019minlangan oilalardagi bolalarni parvarishlash uchun to\u2018lanadigan\u00a0<strong>nafaqa qamrovi kengayib, nafaqa tayinlashda inobatga olinadigan bolalar yoshi 14 yoshdan 18 yoshgacha oshirildi<\/strong>, mazkur to\u2018lov\u00a0<strong>muddati 6 oydan 12 oygacha\u00a0<\/strong>hamda nafaqa\u00a0<strong>miqdori<\/strong>\u00a0o\u2018rtacha\u00a0<strong>1,5 barobarga oshirildi<\/strong>;<\/p>\n<p style=\"text-align: justify;\">ishsizlik nafaqalarining eng kam miqdorlari\u00a0<strong>3,2 baravarga oshirildi<\/strong>, aholi bandligini ta\u2019minlashga qaratilgan\u00a0<strong>20 dan ortiq yangi instrumentlar joriy etildi.<\/strong><\/p>\n<p style=\"text-align: justify;\">2022-2026 yillarga mo\u2018ljallangan Yangi O\u2018zbekistonning taraqqiyot strategiyasida belgilangan maqsadlardan kelib chiqib hamda ijtimoiy himoya sohasida tizimli islohotlarni izchil davom ettirish va yanada takomillashtirish, aholining ijtimoiy himoya olish huquqlarini ta\u2019minlash, davlat ijtimoiy yordami va xizmatlarini ko\u2018rsatishda samarali idoralararo muvofiqlashtiruvchi tizimni yaratish maqsadida:<\/p>\n<p style=\"text-align: justify;\">1.\u00a0<strong>O\u2018zbekiston Respublikasi aholisini ijtimoiy himoya qilishning<\/strong>\u00a0<strong>ustuvor yo\u2018nalishlari<\/strong>\u00a0etib quyidagilar belgilansin:<\/p>\n<p style=\"text-align: justify;\">ijtimoiy yordamga muhtoj va ijtimoiy nafaqa tayinlash mezonlariga javob beradigan\u00a0<strong>barcha oilalar va shaxslarni ijtimoiy yordam dasturlari bilan qamrab olish<\/strong>;<\/p>\n<p style=\"text-align: justify;\">majburiy ijtimoiy kafolatlardan, shu jumladan,\u00a0<strong>ijtimoiy himoya turlaridan foydalanish imkoniyatini sohani raqamlashtirish hisobiga kengaytirish<\/strong>, ushbu jarayonga ochiqlik va shaffoflik tamoyillarini joriy qilish;<\/p>\n<p style=\"text-align: justify;\">aholi uchun majburiy ijtimoiy kafolatlarni ta\u2019minlash,\u00a0<strong>ehtiyojmand qatlamlarning ijtimoiy himoyasini kuchaytirish<\/strong>;<\/p>\n<p style=\"text-align: justify;\">nogironlikni belgilashning\u00a0<strong>ijtimoiy modeliga bosqichma-bosqich o\u2018tish\u00a0<\/strong>hamda imkoniyati cheklangan va nogironligi bo\u2018lgan shaxslarning bandligini ta\u2019minlash;<\/p>\n<p style=\"text-align: justify;\">aholining muhtoj qismini zamonaviy protez-ortopediya buyumlari va\u00a0<strong>reabilitatsiya vositalari bilan ta\u2019minlash<\/strong>;<\/p>\n<p style=\"text-align: justify;\">ijtimoiy xizmatlarni aholiga\u00a0<strong>bevosita mahalla darajasida ko\u2018rsatish amaliyotini<\/strong>\u00a0joriy etish.<\/p>\n<p style=\"text-align: justify;\">2. Quyidagilar:<\/p>\n<p style=\"text-align: justify;\"><strong>O\u2018zbekiston Respublikasi aholisini ijtimoiy himoya qilish strategiyasi\u00a0<\/strong>1-ilovaga muvofiq;<\/p>\n<p style=\"text-align: justify;\"><strong>O\u2018zbekiston Respublikasi aholisini ijtimoiy himoya qilish strategiyasining maqsadli ko\u2018rsatkichlari\u00a0<\/strong>2-ilovaga muvofiq;<\/p>\n<p style=\"text-align: justify;\"><strong>O\u2018zbekiston Respublikasi aholisini ijtimoiy himoya qilish strategiyasini 2022-2023 yillarda amalga oshirish bo\u2018yicha \u201cYo\u2018l xaritasi\u201d<\/strong>\u00a03-ilovaga muvofiq tasdiqlansin.<\/p>\n<p style=\"text-align: justify;\">Belgilansinki, O\u2018zbekiston Respublikasi aholisini ijtimoiy himoya qilish strategiyasida belgilangan maqsadli ko\u2018rsatkichlarga erishish maqsadida,\u00a0<strong>2024 yildan boshlab \u201cYo\u2018l xaritalari\u201d<\/strong>\u00a0har\u00a0<strong>ikki yilda\u00a0<\/strong>Vazirlar Mahkamasi tomonidan tasdiqlanadi.<\/p>\n<p style=\"text-align: justify;\">3. Moliya vazirligi tarkibida yuridik shaxs maqomiga ega bo\u2018lmagan\u00a0<strong>Ijtimoiy sug\u2018urta jamg\u2018armasi\u00a0<\/strong>tashkil etilsin.<\/p>\n<p style=\"text-align: justify;\">Belgilansinki, Ijtimoiy sug\u2018urta jamg\u2018armasi faoliyatini moliyalashtirish manbalari bo\u2018lib\u00a0<strong>O\u2018zbekiston Respublikasi Davlat byudjeti mablag\u2018lari<\/strong>\u00a0hamda qonunchilik hujjatlari bilan taqiqlanmagan boshqa manbalar hisoblanadi.<\/p>\n<p style=\"text-align: justify;\">4. Belgilansinki, Ijtimoiy sug\u2018urta jamg\u2018armasi hisobidan<strong>:<\/strong><\/p>\n<p style=\"text-align: justify;\">a)<strong>\u00a02022 yil 1 sentyabrdan\u00a0<\/strong>boshlab davlat ijtimoiy sug\u2018urtasi bo\u2018yicha minimal iste\u2019mol xarajatlaridan kelib chiqib homiladorlik va tug\u2018ish nafaqalari to\u2018lanadi.<\/p>\n<p style=\"text-align: justify;\">Bunda, xodimning ish stajida 1 oygacha bo\u2018lgan tanaffuslar mavjud bo\u2018lsa ushbu\u00a0<strong>tanaffuslardan oldingi va keyingi oylar ketma-ket ish stajini hisoblashda qo\u2018llaniladi;<\/strong><\/p>\n<p style=\"text-align: justify;\">b) kelgusida<strong>\u00a0davlat ijtimoiy sug\u2018urtasi bo\u2018yicha beriladigan nafaqalar\u00a0<\/strong>\u201cIjtimoiy himoya yagona reyestri\u201d axborot tizimi orqali bosqichma-bosqich to\u2018lanadi.<\/p>\n<p style=\"text-align: justify;\">5. Tibbiy-ijtimoiy xizmatlarni rivojlantirish agentligi (A.Inakov) Sog\u2018liqni saqlash vazirligi (B.Musayev), Xalq ta\u2019limi vazirligi (B.Saidov), Moliya vazirligi (T.Ishmetov), Mahalla va nuroniylarni qo\u2018llab-quvvatlash vazirligi (S.Turdiyev), Oila va xotin-qizlar davlat qo\u2018mitasi (Z.Maxkamova) hamda boshqa manfaatdor vazirlik va idoralar bilan birgalikda:<\/p>\n<p style=\"text-align: justify;\"><strong>2023 yil 1 martga<\/strong>\u00a0qadar davlat tomonidan kafolatlangan va bepul taqdim etiladigan\u00a0<strong>minimal ijtimoiy xizmatlar ro\u2018yxatini shakllantirsin<\/strong>\u00a0va tasdiqlash uchun Vazirlar Mahkamasiga kiritsin;<\/p>\n<p style=\"text-align: justify;\"><strong>2023 yil 1 iyulga<\/strong>\u00a0qadar davlat tomonidan kafolatlangan va bepul taqdim etiladigan minimal\u00a0<strong>ijtimoiy xizmatlarni ko\u2018rsatish standartlarini tasdiqlasin<\/strong>.<\/p>\n<p style=\"text-align: justify;\">6. Ijtimoiy sug\u2018urta jamg\u2018armasi tashkil etilishi munosabati bilan:<\/p>\n<p style=\"text-align: justify;\"><strong>2022 yil 1 sentyabrdan<\/strong>\u00a0Moliya vazirligi huzuridagi Ma\u2019muriy binolardan foydalanish boshqarmasi tugatilishi hisobiga 3 ta shtat birligidan iborat\u00a0<strong>Ijtimoiy sug\u2018urta jamg\u2018armasining faoliyatini tashkil etish bo\u2018limi<\/strong>;<\/p>\n<p style=\"text-align: justify;\">byudjetdan tashqari Pensiya jamg\u2018armasining ijro apparati shtat birliklari hisobidan 2 ta shtat birligidan iborat\u00a0<strong>Ijtimoiy to\u2018lovlarni \u201cIjtimoiy himoya yagona reyestri\u201d axborot tizimi orqali amalga oshirish<\/strong>\u00a0<strong>sho\u2018\u2019basi<\/strong>;<\/p>\n<p style=\"text-align: justify;\"><strong>2022 yil 1 sentyabrdan<\/strong>\u00a0boshlab Qoraqalpog\u2018iston Respublikasi Moliya vazirligi, viloyatlar va Toshkent shahar hokimliklarining moliya bosh boshqarmalari huzurida, ularning umumiy shtat birliklari doirasida\u00a0<strong>2 ta shtat<\/strong>\u00a0birligidan iborat\u00a0<strong>Ijtimoiy sug\u2018urta jamg\u2018armasi mablag\u2018larini boshqarish va Ijtimoiy sug\u2018urta nafaqalari to\u2018lovlarini monitoring qilish b\u045e\u043b\u0438\u043c<\/strong>\u043ba\u0440\u0438 tashkil etilsin.<\/p>\n<p style=\"text-align: justify;\">7. O\u2018zbekiston Milliy axborot agentligi, O\u2018zbekiston Milliy teleradiokompaniyasi, Axborot va ommaviy kommunikatsiyalar agentligi Moliya vazirligi bilan birgalikda ushbu farmonning maqsad va vazifalari bosma va elektron ommaviy axborot vositalarida, shu jumladan, Internet jahon axborot tarmog\u2018i orqali aholi o\u2018rtasida muntazam, tizimli va keng ko\u2018lamda yoritib borilishini ta\u2019minlasin.<\/p>\n<p style=\"text-align: justify;\">8. Moliya vazirligi manfaatdor vazirlik va idoralar bilan birgalikda bir oy muddatda qonunchilik hujjatlariga mazkur farmondan kelib chiqadigan o\u2018zgartirish va qo\u2018shimchalar to\u2018g\u2018risida Vazirlar Mahkamasiga takliflar kiritsin.<\/p>\n<p style=\"text-align: justify;\">9.
