Initiatives focused on digitalization, transparency, and professionalism are contributing to the overall improvement in the quality of civil service delivery. It is no coincidence that the <strong>United Nations Public Service Forum 2025<\/strong> will be held in Uzbekistan from <strong>June 23 to 25<\/strong>. <strong>Beyond its primary mission, the forum will also serve as a platform to present Uzbekistan\u2019s achievements and ongoing efforts in public administration, e-government, and digital transformation to the international community\u2014an important milestone for the sovereign nation under the leadership of President Shavkat Mirziyoyev<\/strong>.<\/p>\n<p style=\"text-align: justify;\">Observations show that since 2017, Uzbekistan has undertaken large-scale reforms aimed at modernizing and digitalizing the public service system. Public Service Centers (PSCs) have been established, and the \u201c<strong>one-stop shop<\/strong>\u201d principle has been introduced. By 2023, more than 13.2 million services had been delivered through these centers. <strong>Mobile public services were launched to serve citizens living in remote and rural areas<\/strong>.<\/p>\n<p style=\"text-align: justify;\"><strong>Uzbekistan\u2019s journey in digitalizing public services can be divided into three key phases<\/strong>:<\/p>\n<p style=\"text-align: justify;\"><strong>Initial Phase (2017\u20132018)<\/strong>:<\/p>\n<p style=\"text-align: justify;\">In 2017, the legal and institutional foundations for digital public services were established. The<strong> Unified Interactive Public Services Portal (my.gov.uz) <\/strong>was launched, and the \u201cE-Government\u201d concept was adopted. Services that were previously offered only in paper format became available online.<\/p>\n<p style=\"text-align: justify;\"><strong>Development Phase (2019\u20132022)<\/strong>:<\/p>\n<p style=\"text-align: justify;\"><strong>In 2019<\/strong>, the Law \u201c<strong>On E-Government<\/strong>\u201d was adopted. The <strong>MyGov mobile app<\/strong> was developed, and electronic document circulation and digital signature systems were widely implemented. Many services were integrated, making access through PSCs more convenient for citizens.<\/p>\n<p style=\"text-align: justify;\"><strong>Innovative Phase (2023\u20132025):<\/strong><\/p>\n<p style=\"text-align: justify;\">With the launch of the Digital Uzbekistan 2030 program in 2023, digitalization efforts entered a new stage. Solutions such as <strong>MyID<\/strong>, <strong>E-Imzo<\/strong>, the Unified Registry of Public Services, and service confirmation via QR codes have been widely adopted. Services have been integrated via APIs with various applications and web platforms. User-friendly features like personal accounts, notifications, and online tracking were introduced.<\/p>\n<p style=\"text-align: justify;\">Over the years, significant investments have been attracted to enhance the country\u2019s ICT systems and digital infrastructure. As a result, by 2024, the number of users of public services reached 10.3 million.<\/p>\n<p style=\"text-align: justify;\">Moreover, Uzbekistan has implemented a fully digital civil service management system. The State Agency for Civil Service Development under the President of the Republic of Uzbekistan introduced a unified electronic <strong>HR platform<\/strong> \u2014 <strong>HRM.ARGOS.UZ<\/strong>, which automatically forms the quantitative and qualitative composition of the civil service workforce. Thanks to this system, HR departments have been able to reallocate up to 40% of their workload toward employee development.<\/p>\n<p style=\"text-align: justify;\">Additional platforms include:<\/p>\n<p style=\"text-align: justify;\">The Unified Interactive Public Services Portal \u2013 <strong>my.gov.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">Unified identification system \u2013 <strong>id.egov.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">Civil servant assessment module \u2013 <strong>test.argos.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">Open portal for civil service vacancies \u2013 <strong>vacancy.argos.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">Civil servants\u2019 professional development portal \u2013 <strong>ilm.argos.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">E-platform for evaluating leadership effectiveness \u2013 <strong>samaradorlik.argos.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">Business trip management system \u2013 <strong>xs.argos.uz<\/strong><\/p>\n<p style=\"text-align: justify;\">Uzbekistan\u2019s achievements in digitalization deserve only the highest praise. As part of the UN Forum, the \u201cIT Potential of Uzbekistan\u201d exhibition will highlight the country\u2019s remarkable progress in this sphere. Additionally, the Forum\u2014through high-level plenary sessions, practice-based workshops, and national case presentations\u2014will provide an opportunity to showcase Uzbekistan\u2019s experience on a global platform.<\/p>\n<p style=\"text-align: justify;\">Hosting this major event in the city of Samarkand stands as a clear testament to Uzbekistan\u2019s growing international reputation. At the same time, the country\u2019s digital reforms will be presented as a leading example in Central Asia.<\/p>\n<p style=\"text-align: justify;\"><strong>We view the selection of Samarkand as the host city as a reflection of the international community\u2019s trust in Uzbekistan\u2019s efforts to modernize public administration in an open, inclusive, and innovative manner.
